On June 6, 2025, the Russian-Chinese Youth Library Convention was held at the library in Aihui District, Heihe City. The conference brought together 72 library experts from 39 Russian cities,as well as staff members, and representatives from China. Among them, the Hangzhou Public Library was invited to attend.

During the conference, Wang Zhuojia, the Deputy Director, on behalf of Hangzhou Public Library, signed a Memorandum of Understanding with the Russian State Library for Young Adults (RSLYA). This marked RSLYA as the 16th foreign library to establish a friendly cooperative relationship with the Hangzhou public Library. In the future, the two libraries will enhance inter-library cooperation through book exchanges, academic communication, joint activities, and other initiatives, promoting cultural exchange between China and Russia.
Founded in 1966, the Russian State Library for Young Adults is one of the eight federal-level libraries. It provides young people with informational support, career guidance, psychological counseling, and educational services. It also organizes educational, cultural, and recreational activities. The library features around 15 clubs and interest associations.
Following the signing ceremony, representatives from both Chinese and Russian sides spoke at a roundtable discussion. Deputy Director Wang Zhuojia shared the highlights of Hangzhou Public Library's work in recent years with the visiting guests. It is believed that as cooperation deepens, this cross-border literary exchange will inject strong momentum into the prosperity of China-Russia cultural endeavors and write a new chapter for the "Literary Zhejiang" initiative.
